Introduction to strategic planning and the overview of current situation; 2. Identifying priorities and setting up goals; 3. Making an action plan. In addition to this, mentoring expert conducts fieldwork individually with working group members, i.e. with individuals from each thematic section subsequently formed out of the working group. CDER team held dozens of trainings in strategic and action planning and led “from beginning to completion”, by mentoring support, the process of development of more than 40 strategic documents that were finally adopted by local governments.
